As posted earlier on NCO, Clatsop Citizens for Open Government is starting the process of recalling District 3 Clatsop County Commissioner Richard Lee.
As of this evening, Ccfog has filed the statement that will appear on the ballot next to the “yes or “no” fill in boxes.
Clatsop County Election Clerk Nicole Williams asked the group for more information and expects them to return with the final document by the end of the day.
Williams must then OK the ballot statement. If she does, the group can start gathering the 468 valid signatures needed immediately. This number represents 15% of the total votes in the last Gubernatorial election. The group has 90 days to collect the signatures and turn them into the County Election office. If the valid number is above 467, Richard Lee has 5 days to either resign, or write up his own statement that will appear next to the recall statement on the ballot.
If Richard Lee turns in a statement within 5 days, the Election Clerk has 35 days to set an election.
“We like to hold these on Tuesdays since most people are used to voting on Tuesdays”, Williams said.
All recalls require a majority vote, and recalls do not require a 50% turnout. If the Election results in a tie, the recall fails.
According to the Clatsop County Charter, if a Commissioner is recalled or resigns, the Commission appoints a person from the said District within 45 days. The person is appointed through the end of the previous term. In Richard Lee’s case, his term is up in December of 2010.
Also in 2010, the County Clerk will look at the 5 Districts and see if any boundaries need to be changed. Mostly she will be looking at the population numbers in each District and make sure they are near the same.
District 3 covers Astoria east of Fifth Street, southeast of Denver and south of platted West Niagara Avenue, and extends east to 28th Street. Also includes Miles Crossing, Jeffers Gardens, Fort Clatsop, Lewis and Clark, Youngs River, Olney, Green Mountain and part of Walluski.
Williams wanted to make sure that folks know that District 3 does not cover Seaside, Arch Cape, or Cannon Beach, as reported earlier from another local news source.
NCO also asked Williams if Helen Westbrook was in District 3 and whether she could file if the Commissioner in District 3 resigned or was recalled. “Yes, 28th Street is in District 3 and she would be able to turn in a application” Williams said.

The following is a word for word (as in no editing or combining quotes that seem to be so popular lately) statement from Richard Lee when we asked for him to comment on the recall effort:

I am committed to this philosophy.”

This is the “internal polling” that the CCFOG has done to ascertain that most of us want Richard Lee out. That’s why he was voted for three times. What was Marquis’ whine? Why do people keep voting him into office if he’s so hated? At least Lee has been running against someone.

Recalls for no damn good reason are a waste of taxpayers money and a subversion of democracy. This recall is a vendetta. Lee was picked because he dared to win against Marquis’ wife. This is a grudge match, pure and simple. FOG it up all you want, we know what’s going on.
If the rest of the commissioners keep getting threats from the likes of you they should go ahead and reappoint Lee to serve out his term, if the recall goes through, which is within their legal right. Better yet, they should appoint Jennifer. Then she should kick Gamm’s ***!
