“However” it is phrased is obviously important since someone like you is completely confused as to what it means unless it is carefully spelled out for you.

“Presumed” commissioners?

presumed, 1.to take for granted, assume, or suppose: I presume you’re tired after your drive.
2.Law. to assume as true in the absence of proof to the contrary.
3.to undertake with unwarrantable boldness.
4.to undertake (to do something) without right or permission: to presume to speak for another.

These people were lawfully elected, duly sworn in and legally hold title. They do not “presume” anything, nor does anyone “presume” when they address them as such.

Obviously, since not even one twentieth of the 36,000 people have shown up at any LNG rally, nor at a BOCC meeting to speak out against one of their decisions, or against LNG, these commissioners actually DO represent a majority of the people.
