The Bradwood Landing proposal has many issues to overcome in the Staff report. Some are very do-able with the right amount of money. Some are not and will need the Planning Commission to bend some of the rules on the books to allow them to build the facility.
There are other issues besides the ones I will discuss, but these are the big ones.
The dredging for the site will cover close to 50 acres and will be dredged at a depth of 43 feet. This will consist of removing 700,000 cubic yards of material (50,000 cubic yards placed on 1 acre would cause it to rise 31 feet) and placing 1/2 of it on the Bradwood site and 1/2 somewhere else. (possibly Pudget Island)
4 acres of the area that would need dredging is zoned Aquatic Development. 46 acres are zoned Aquatic Conservation. The proposed Dredging is permitted as a outright use in AD zones. It is not in AC. In order for this project to proceed, Bradwood would need a zone change for 46 acres over water. And in order to do this they would have to prove that dredging would not harm marine life in this 46 acres, which is the reason why it is zoned Aquatic Conservation at the moment.
There really is no alternative to this unless they either find another location, or granted a zone change.
Another issue with the proposal is the actual land to facility would sit on. Currently the Bradwood Plan says that the area is for “Small or Medium size Industrial Plants”. County Staff does not consider this a small or even medium sized plant. So Bradwood LNG is asking the County re-write the plan with that phrase removed. Also related to this is the re-zoning of some of the land to Marine Industrial that is currently zoned Aquatic Natural.
And again here there is no way around this and the Bradwood Subarea plan must be re-written.
As many people know the road to Bradwood is not the best in the County. The building phase of the project will see the traffic increase from 50 cars a day to 1000. And this is with employees being bused in from a new parking lot near HWY 30. Northern Star is proposing “minor upgrades”. But County Staff feels that the proposed upgrades do not go far enough to make the road safe for the increased traffic and emergency vehicle access.
This is for sure a do-able improvement with the right amount of investment by Northern Star.

For some reason neither the State or the Feds require Northern Star to set any money aside for tearing the thing down and restoring the area to it’s original state. But the County’s rules on the books do. This number has not been determined, but I would guess it would be a rather large number. Even saying that restoring the area will cost 20% of the cost to build, the number would be approaching 100 million. (PLEASE do not overlook this!!! I will start a recall campaign for anyone who votes yes on this project without a huge sum of money available for decommission)
Again this is something that Northern Star can do with the right amount of money.
Northern Star says they will have emergency services on site when the project is completed and may have to rely on local Fire Districts for support. But it says nothing about services when it is being built, whic is a problem for County Staff.
Another problem that can be somewhat overcome by the right amount of money. But obviously no amount of money will be able to fully prepare for a major LNG disaster.
