For the few of you who have not yet absorbed enough D.A. stipend info, here is a few more docs.
The first is an updated and correct version of a chart that lists D.A. stipends/budgets etc.
The original, but incomplete chart was posted on NCO last month.

These next pages are legal opinions by County Counsel Heather Reynolds.
“If a district attorney is required to perform county administrative tasks, he should be compensated for it.”
“Required” is the key word here, is Josh required to do the extra tasks?
Next document is another opinion from Heather that answers whether the Budget Committee’s role is in deciding the D.A. stipend.
Really the Committee had no legal reason to vote on the stipend. But what is a bit confusing is that it says the Commissioners may seek their recommendation. But isn’t that what they are doing anyway with the budget? Recommending it to the Board?

Amazing that the unethical DA has started his campaign to force the citizens to pay him despite the county commissions decision to not pay a stipend this year. He knowingly allows a website to begin the process to collect signatures to put a proposed amendment to our charter on the ballot in November. His FAQ page is less than fully truthful, which is how this man operates on all levels. He says that the average stipend paid between all 22 counties is $19,000, comparing counties with populations of 30,000 to those with populations of 200,000. What he doesn’t compare is cost of living in everywhere. Is the cost of living comparable? Do some counties pay more because the cost to live there is more? Do they pay more because there is a complex crime reason to pay more. Our DA says he prosecutes as much as a county with a population of almost 200,000 people, yet when one looks at the statistics one sees that the ONLY county in Oregon that has gone up in crime is, indeed, Clatsop BUT it is NOT in the crimes that affect VICTIMS, like he tries to scare people with. It is personal BEHAVIOR crimes, crimes that police and DAs can CHOOSE to file, to prosecute or to forgive or just give a warning on. And most communities promote a BALANCE in this. OUR DA has let it be known that he prosecutes ALL cases brought before him. All of our other crimes are BELOW state norms except our BEHAVIOR crime skyrockets above making our total crime stats go above state norm and our county look dangerous. What do you think that does for bringing in businesses? What do you think that does for property values? Our DA, however, looks good, looks like he’s earning his pay and his marketability goes UP. Don’t sign the petition. It is as full of half-truths and manipulations as he is.

Too bad the “salary” figures don’t include the cost of benefits. I know benefits in the private sector supposedly average 1/3 of salary costs … but I’d bet it’s higher for state employees.
